Weihua Liu, Chair Professor of Operations and Supply Chain Management Department of Tianjin University, Doctoral Supervisor, Head of the Department, Vice President of the China Society of Logistics, Chief Expert of Major Projects of the National Social Science Foundation, Expert of the National Science and Technology Award Office, Member of the Steering Committee of Logistics Teaching of the Ministry of Education and Head of the Youth Working Group, Logistics Expert of China Federation of Logistics and Purchasing, Member of the National Technical Committee of Logistics Standardization, Member of the IEEE Intelligent Factory Standardization Technical Committee, Invited Expert of Logistics Times. He is also a Deputy Secretary General of SSOM Branch of China Operations Research Society, Standing Director of BOM Branch of China Operations Research Society, Member of Group Standard Committee of China Federation of Logistics and Purchasing, Executive Director of Sustainable Operation and Management Branch of China Society of System Engineering, Expert of National Development Bank in the field of logistics circulation and Vice Chairman of China Supply Chain Annual Conference Presidium. He was selected for the Elsevier list of Highly Cited Scholars in China and the top 2% of the world’s top scientists by Stanford University and Elsevier.

In the past ten years, he has published more than 100 articles as the first author in international high-level academic journals on logistics and supply chain management, such as Production and Operations Management (ABS4, UTD24), European Journal of Operational Research (ABS4), International Journal of Operations and Production Management (ABS4), International Journal of Production Economics (ABS3), Supply Chain Management: An International Journal (ABS3), Transportation Research Part E (ABS3), International Journal of Production Research (ABS3), Annals of Operations Research (ABS3), Production Planning & Control (ABS3), Journal of Purchasing and Supply Management (ABS3), Industrial Marketing Management (ABS3), etc. He has published more than 50 papers in domestic journals such as the Journal of Management Science, Systems Engineering-Theory & Practice, and Frontiers of Science and Technology of Engineering Management. He has also published more than 12 monographs and textbooks, including “Service Supply Chain Management”, “Evolution and Growth: From Customs Service to Supply Chain Reengineering”, “Theory and Methodology of Logistics Service Supply Chain Scheduling under the Mass Customization Service Model”, “Research on Modern Logistics Service System”, “Innovation Achievements of Enterprise Management Modernization in Logistics Industry”, “Logistics Service Operation and Innovation”, “Mechanism of Formation and Organizational Model of Wisdom Logistics Ecosystem System”, “Research on Logistics Service Supply Chain Coordination from the Perspective of Demand Update and Behavior”, and “Smart Logistics and Supply Chain Management”. The book “Logistics and Supply Chain Management” is listed in the national planning textbook of “12th Five-Year Plan” and is the main course textbook of the Ministry of Education, with a total distribution of more than 39,000 copies. It has been used by more than 70 universities such as Zhejiang University and Xi’an Jiaotong University. His main course “Logistics Service Management” was approved by the national first-class undergraduate course. He is the co-editor of five books in English, including “Contemporary Logistics in China. Current Chinese Economic Report Series”, which is published worldwide by Springer. He presided over two major projects of the National Social Science Foundation, three projects of the National Natural Science Foundation of China (three consecutive projects with excellent evaluation), two projects of Humanities and Social Science Foundation of Ministry of Education, and 20 provincial and ministerial level projects such as the sub-projects of the National Science and Technology Support Plan of the 11th Five-Year Plan, the key project of Decision-making Consultation of Chinese Academy of Engineering, and the project of Operation Bureau of National Development and Reform Commission. He presided over the first national new engineering teaching and reform project in the field of logistics and the first batch of national new liberal arts teaching and reform projects.

In recent years, he has done more than 40 logistics planning and management consulting projects for Ministry of Finance, Ministry of Commerce, National Development Bank, National Development and Reform Commission, China Petroleum Northwest Company, Huawei Information Technology Co., Ltd., Shanghai Metro Operation Company, China Federation of Logistics and Purchasing, Jincheng Development and Reform Commission of Shanxi Province, Zigong High-tech Zone of Sichuan Province, Nangang Port of Tianjin Port, Bohua Group of Tianjin Port, Guangdong Lin’an Logistics Group, China Railway Design Corporation, Shenzhen Federation of Logistics and Purchasing, Beijing Junsheng Mingshi Supply Chain Management Company, China Communications and Transportation Association, Shenzhen Yiya Tong Supply Chain Co., Ltd. In addition, as a participant, he completed the first national standard of the domestic cold chain industry “Classification and Basic Requirements of Cold Chain Logistics” (GB/T28577-2012), participated in the drafting of the first group standard of the supply chain industry “Classification and Evaluation of Supply Chain Enterprises”, participated in the development of the national vocational skills standard of the Ministry of Human Resources and Social Security “Supply Chain Manager (2020 Edition)” (Occupation Code: 4-02-06-05), participated in the development of the first domestic logistics standard “Logistics Terminology” national standard (GB/T18354-2006) as the field presenter, led the development of the first IEEE standard for intelligent logistics operation process in smart factories, the first IEEE smart factory wire-side warehouse technology standard, the first national standard for smart logistics “Smart Logistics Service Guide” (GB/T41834-2022), and the first unmanned warehouse standard “Unmanned Warehouse General Technical Requirements” national standard.

Prof. Weihua Liu received the Top Ten Experts Contribution Award of China Federation of Logistics and Purchasing in 2011. He won the Outstanding Expert Award of “20 Years of Chinese Logistics Industry” by Logistics Times and China International Logistics Festival Organizing Committee (2023). He has won the First Prize of Science and Technology Progress of China Federation of Logistics and Purchasing for three times (2013/2015/2019). He has been selected as one of the first batches of Beiyang Young Scholars of Tianjin University (2013), the “Five Batches” Talent Program of Tianjin (2015), and the “131” Innovative Talent Training Program of Tianjin (2013). He was selected into the National Young Talent Program (2023). In 2016, he received the Best paper award from the 8th International Workshop on Behavioral Operations Management. He has also won the China Guanghua Science and Technology Foundation Baogong Logistics Theory Innovation Award (2017), Tianjin Social Science Excellent Achievement Award (2017/2019), Tianjin University Think Tank Excellent Decision-making and Consulting Research Achievement Award (2018), the First China Think Tank Innovation Talent Award (2018), the First Prize of Baogong Logistics Award (2018), the 40th Anniversary of Reform and Opening-up Transportation and Logistics Outstanding 40 Experts (2018), the 14th/15th International Conference on Operations and Supply Chain Management Distinguished Paper Award (2020/2021), Emerald International Journal Press Highly Commended Paper Award (2020). In addition, he has won the first prize for excellent papers in the China Logistics Academic Conference several times, and has been honored as one of the “Top Ten Good Tutors in My Mind” of Tianjin University (2013), “The First Outstanding Tutor of Engineering Degree in Tianjin in 2019” (2020), Baosteel Education Fund Outstanding Teacher Award (2020), the first Outstanding Doctoral Dissertation Supervisor of China Society of Logistics (2021), Outstanding Doctoral Dissertation Supervisor of Tianjin University (2021/2022), the first Outstanding Supervisor of Young Graduate Students of Tianjin (2022), the Outstanding Doctoral Dissertation Supervisor of Tianjin (2023), the Outstanding Master’s Dissertation Supervisor of Tianjin ( 2023), First Prize of the 18th Tianjin Social Science Outstanding Achievement Award (2023).

The results completed by Prof. Weihua Liu have been adopted by government decision-making departments for many times, and many policy proposals put forward have been approved by leaders at the state and vice-state levels as well as many provincial and ministerial leaders. The results of the “Medium and Long-term Development Strategy Study of China’s Logistics Industry” completed under his leadership were adopted in full by the China Federation of Logistics and Purchasing in November 2013, and the main ideas were incorporated into the Medium and Long-term Plan for the Development of Logistics Industry (2014-2020) (Guo Fa [2014] No. 42) issued by the State Council. The consulting report “Relevant Suggestions on Promoting the Linkage Development of Manufacturing Industry and Logistics Industry” was adopted by the Economic Operation Bureau of the National Development and Reform Commission and forwarded in full as a policy document of the Office of the National Inter-Ministerial Joint Conference on Modern Logistics on April 9, 2010. “The Guidance on Promoting the Deep Integration and Development of Manufacturing Industry and Logistics Industry” was adopted by the Economic Operation Bureau of the National Development and Reform Commission in February 2018 and officially issued in September 2020 as the Implementation Plan for Promoting the Deep Integration and Innovative Development of the Logistics Industry Manufacturing Industry (Development and Reform Economic and Trade [2020] No. 1315), a policy jointly implemented by 14 ministries and commissions. In addition, Prof. Weihua Liu participated in the subject of “Supply Chain National Strategy Research” as a member of the subject group of the Office of the Leading Group of Financial and Economic Affairs of the CPC Central Committee, and participated throughout the drafting, discussion and publication of the document “Guidance of the General Office of the State Council on Actively Promoting the Innovation and Application of Supply Chain” (Guo Ban Fa [2017] No. 84); in September 2019, the relevant reports submitted by Prof. Weihua Liu, including “Supply Chain National Strategy Concept”, were approved by the leaders of the Ministry of Transport, and the relevant policy recommendations were adopted by the Financial and Economic Working Committee of the CPC Central Committee and submitted to the central leaders for review. The relevant policy recommendation reports were published in People’s Daily, Economic Daily, Economic Reference News, and other domestic authoritative news media. In January 2022, the relevant policy recommendations submitted by Prof. Weihua Liu were adopted by the National Development and Reform Commission and incorporated into the “14th Five-Year Plan for the Development of Modern Logistics Industry” (Guo Ban Fa [2022] No. 17). In addition, several other policy proposals were adopted by the Financial and Economic Committee of the CPC Central Committee, and many policy suggestions were adopted by the main leaders of Tianjin municipal government (provincial and ministerial level), which have contributed to the high-quality development of China’s economy.

Prof. Weihua Liu has been a visiting scholar at Linköping University in Sweden on an official assignment by the China Scholarship Council. He has established extensive academic collaborations with scholars from Linköping University in Sweden, University of Southern Denmark, Hong Kong Polytechnic University, Chinese University of Hong Kong, Georgia Institute of Technology, State University of New York, Greenwich University, UK, Laurel University, Canada, University of Houston, Royal Melbourne University, Australia, and National University of Singapore and many other universities and scholars have established extensive academic cooperation. He currently serves on the editorial boards of several international academic journals, including International Journal of Operations and Production Management (ABS4, the top journal in the field of operations management), Decision Science Journal (ABS3, flagship journal in decision science) and Transportation Research Part E (ABS3, TOP journal in logistics), Associate editor of the FMS high quality journal Modern supply chain Research and Application, the Executive Editor for Asia of the International Journal of Logistics Research and Application (SSCI journal, FMS high quality journal), Associate Editor for special issues of the Frontiers of Engineering Management journal (FMS high quality journal, ESCI journal, Chinese Journal of International Influence), Associate editor of Sustainable Futures (Elsevier journal) and Special Correspondence Expert of the high-level international journals Transportation Research Part E: Logistics and Transportation Review (SCI/SSCI, ABS3), International Journal of Production Economics (SCI/SSCI, ABS3), Ocean & Coastal Management (SCI, JCRQ1), Industrial Management & Data Systems (SCI, JCRQ2), and Frontiers of Science and Technology of Engineering Management (A-class journal of the Management Division of the Foundation, CSSCI journal).
