From "Reform and Opening" to "One Belt,One Road",A Talk of Process and Development of China's Going out

  On 3 pm, May 29th, 2015, Former vice Minister of Commerce, Chen Jian gave a 2-hour speech on Peiyang Forum-Celebrities in Economics & Management. The audiences include the Chairman of Institute for International Economics, Cui Mingmo, faculties of CoME, alumni and more than 200 students of Tianjin University. The host of this forum is Zhang Shuibo, who is the Deputy Dean of CoME as well as the Dean of International Engineering Management Institute.

  At the beginning of lecture, the venue has been fully packed. Students have to move chairs from other classrooms or even sit on the floor. But this did not dispel the enthusiasm of them. Mr Chen said that“I am not giving a lecture today, not a report neither, I’m just showing a picture of International trade.” This captures the attention of all audiences.

  First, Mr Chen Jian listed several remarkable achievements made in trade in goods, trade in services, trade quality, overseas investment since the Reform and Opening (R&O) in 1978; and the impact of R&O on stimulating economic growth, increasing employment taxes and accelerating the process of industrialization and other aspects and details the advantages of R&O. He then analysed how to adhere to R&O in the background of globally overall downturn and the explosion of domestic institutional barriers. During the whole lecture, Mr Chen did not "scripted", but bringing in the occasional from time to time, often "be humorous ", which attracted the audience many laughs.

  Then, Mr Chen Jian analysed the situation of China's foreign investment and cooperation in an open economy from a strategic height. First, he described in detail how to look at going out strategy.

  As for the external environment, Chen smiled and said, “Despite the economic crisis poses a threat to our country, the trend of the times facilitates a favourable development of our country, this is the golden age of corporate development in China. Then, Mr Chen took an example of civil engineering, and explained the achievements of international cooperation in the field of infrastructure.

  Finally, Mr Chen focused on how in-depth understanding of "one belt, one road", that the 21th century Silk Road economic belt and the Maritime Silk Road. He concluded, “This strategy requires the implementation of a long-term process that requires pilots step by step and taking forward step by step, but the future we will also be able to make its own contribution to its implementation."

  After the one-hour talk, the audience and Mr Chen had an in-depth discussion. One of the students raised a question about the 15-year period of the World Trade protection is about to expire, how we can deal with the impact of China's enterprises. Mr Chen laughed and answered in a metaphor, “I’ve never seen a wolf in my life; however, after I read the Totem of Wolf, I began to love this animal”.

  Then he said, abroad shock was not that terrible as we thought, we already have the strength to deal with. At the same time, some pressure would bring better and faster development of Chinese enterprises. Mr Chen’s clever metaphor, subtlety answers conquered the hearts of listeners again and again. Soon, the lecture drew to a close in a fierce sound of Q & A section; Mr Chen made best wishes to TJU’s students and encouraged them to joint efforts to contribute to the future development of China.

  At the end of this lecture, CPC Party Chief Li Lianzhong and students’ representative Li Boyang offered a commemorative plaque of Peiyang Forum-Celebrities in Economics & Management, to express thankfulness for the wonderful lecture he has offered to students.

  Students were expected to learn more from Chen’s lecture, and they benefited a lot from his new vision. The lecture was ended in warm applause.
